This service leads for one reason. The soil survey for Indian River County puts the wet season water table about 6 inches under the flatwoods soils west of the city. Under Pineda, Chobee and Manatee it reaches the ground surface. Both depths hold for four to five months of the year.
A ground moisture barrier is sheeting laid over the bare soil beneath the home, to stop moisture evaporating upward into the closed space under the floor.

Older barriers tear, shift and break down with age. The failing material comes out and new barrier goes in, secured so it stays put. A sheet loose at the edges does little on ground that sits at the surface from July through October.

Insulation comes second because of what the nights do here. Rainfall alone does not explain a wet crawl space. The temperature it has to dry at does.
Deteriorated, sagging or moisture damaged insulation comes out before anything new goes in. Wet batts hold water against the underside of the floor and do not dry on their own. New insulation made for under-home conditions goes in once the space is clear. What a homeowner notices is a floor that is not cold in one room and warm in the next. Batts hanging below the joists do neither job.

Skirting is third because of who is not at home. About 11.0 percent of the 12,154 housing units in ZCTA 32966 west of Vero Beach are held for seasonal or occasional use, and 11.6 percent in the West Vero Corridor. A home closed for the wet season leans on its skirting to keep animals, wind driven rain and debris off the barrier.
Skirting encloses the space under the home. It goes in with access points kept open, so the barrier and the insulation behind it can still be reached later. On a home that stands closed from May to October, the skirting is the only thing guarding the barrier while nobody is there to notice a panel has come loose.
Damaged, missing or badly fitted skirting lets animals, debris and moisture straight underneath. Failing sections are repaired or replaced rather than left open through a wet season. This is the core of the business. In ZCTA 32966 west of the city, 3,057 of the 12,154 housing units are mobile homes. That is about one in four. Close to half of every mobile home counted in Indian River County sits in that one ZIP.
A vapor barrier is the protective layer between the home and ground moisture. It cuts the humidity building up under the floor and the slow damage that follows. In the West Vero Corridor next door, one housing unit in three is a mobile home.
Where the existing barrier has torn, sagged or gone missing, the failed material comes out and new barrier goes in across the full underside. The timing is worth thinking about here. Where sections have been damaged by animals, weather or age, the affected area can be repaired or reinforced instead of replacing the whole barrier. Piers rest on the same ground the barrier covers. Of the sixteen corridor points sampled west of the city, thirteen returned soils the survey classes poorly drained, and two returned Chobee and Manatee, both mapped as frequently ponded.
Pier alignment, settling, spacing and load distribution are checked, so the cause of the instability is found rather than guessed at. A door that has stopped latching and a soft spot near the bathroom are the usual first symptoms. Ground the survey maps as frequently ponded does not hold a pier the way dry sand does.
Settled or uneven piers are shimmed and adjusted back to proper support, which takes the stress off the frame and the floor above. Mobile home leveling corrects the support, not the floor.
Where it is warranted, several support points are corrected together to bring the home back into balance. On 9 October 2024, during Hurricane Milton, the National Weather Service confirmed seven tornadoes in Indian River County. The strongest was rated EF2 as it ran from the Oslo area across to Indian River Shores.

Sand wicks. Moisture leaves Winder and Pineda sand and travels upward, day and night, into a closed space with nowhere to vent.
That is also where the homes are. Of the 6,309 mobile homes the American Community Survey counts in Indian River County, 3,057 sit in ZCTA 32966. Vero Lake Estates, often paired with that ZIP, is in 32967.
One storm reading shows how little a countywide figure tells you. On 16 November 2023, federal records logged 9.08 inches at a station in the north of the county, while the airport gauge totalled 2.07 inches across the 16th and 17th. The windows are not identical, and the gap is far wider than that explains.
The park corridor addresses on 82nd Avenue, 90th Avenue and 20th Street reverse geocode to unincorporated Indian River County. None of the sixteen soil points fell inside the city limits. Out there, Vero Beach is the post office, not the city hall.
