It is a sheet of heavy polyethylene laid across the dirt floor under your home, running out toward the perimeter with the seams overlapped. HUD and most manufacturer installation manuals have called for a ground vapor retarder under enclosed manufactured homes since October 2008, generally a minimum of 6-mil material covering essentially the entire footprint.
Plenty of homes in the Melbourne area predate that, and plenty of others have a barrier that has been torn up, shifted, or buried over the years. Both situations look the same from your living room floor: damp, musty, and slowly getting worse.
What a basic ground barrier does not do is seal the crawl space into your home’s envelope. Your skirting still has vents and outdoor air still moves through. Its job is narrower than that. It stops ground evaporation, and it does that job very well.

Older barriers tear, shift, and break down. We pull out the failing material and replace it with a durable barrier that is properly secured, rather than laying fresh plastic on top of the old and calling it done.
For homes with real moisture problems, one layer is rarely the answer. We pair a ground moisture barrier with an under-home vapor barrier so the soil is covered and the floor cavity is closed. The two layers are designed to work together, and on a wet home they should be quoted together.
You will hear both words, often about the same job, and the difference matters.
A ground moisture barrier covers the soil. Encapsulation treats the whole under-home area as a sealed system: a heavier reinforced liner run across the ground and up the piers and perimeter, seams and penetrations sealed, the liner fastened to the steel beams, and in many cases the vents closed off with a mechanical way of controlling humidity such as a dehumidifier.
A lot of companies call any barrier install an “encapsulation” because it sounds more thorough. Others call a genuine sealed system “just a vapor barrier” because that is the phrase they know. Neither is necessarily lying, but the sloppiness makes quotes impossible to compare.
So ask three questions, and the word on the invoice stops mattering:

This is the part we wish every owner understood before buying skirting or opening more vents.
Manufactured homes are built to the federal HUD code, and that standard calls for the under-floor area to be ventilated. A widely used rule of thumb is one square foot of net vent opening for every 150 square feet of floor area, placed on at least two opposite sides so air can cross the space, with corrosion-resistant mesh to keep rodents out. Your exact requirement can vary with your home and setup, so confirm it with your local building department.
Here is the part that surprises people: more venting is not automatically better. In a humid climate, open vents also let warm, moist Florida air into the crawl space, where it condenses on cooler surfaces. Ventilation alone can make a damp space damper.
That is exactly why the ground barrier matters so much. When the soil is covered, you keep the space dry without having to over-ventilate and pull in humid outside air. Get one of the two wrong and you can trap moisture against your floor.
If we find a slow plumbing leak or a disconnected duct above the belly, we will tell you before anything gets covered. Sealing a fresh barrier over an active leak just hides the rot for another year, and we would rather lose the sale than do that.

Yes. Skirting encloses the space, it does not dry it. Solid skirting over bare, damp soil can make the cavity worse by holding humid air against your floor structure.
No, and anyone who tells you it will is selling you a problem. Standing water gets extracted and the source addressed first. Covering water with plastic seals the damage in.
Sometimes. It is the top tier and not every home needs it. If your space is dry, a sound ground barrier and an intact belly usually do the work. We will say so.
It usually should be. If the fiberglass above is wet or gone, covering the soil without replacing the insulation only solves half of it.
